Raising taxes has always been a tough sell in Josephine County. 

We'll know in a few weeks if the lack of sheriff's department patrols and a rise in crime has made the sell any easier. 

Josephine County voters will decide the fate of Measure 17-59 in the May 20th election.

Klamath County is another of the counties constrained by a small public safety budget. 

Now a group is proposing a fee on every household and business in the county to fund jail operations.

Journalists have the differences between "jail" (shorter-term stays, generally pre-trial) and "prison" (longer stays, post-conviction) hammered into them. 

But California's prison/jail realignment is narrowing the differences between the institutions.
