The four militants occupying the Malheur refuge surrendered to authorities Thursday morning.
David Fry, the last remaining occupant, turned himself into federal authorities after holding out. He was saying his grievances were not being heard.
"I declare war against federal government," Fry said. "There's no way to beat this anymore. Liberty or death."
He talked on the phone with Nevada State Rep. Michele Fiore and Gaven Seim. Their conversation was being broadcast live over the internet to tens of thousands of viewers.
Fry's comments were erratic, swinging from suicidal threats to rants about the federal government.

"I don't care about the movement anymore. I'm doing it for me," he said. His family had expressed concern to OPB that Fry might use the escalating situation to commit suicide by police.
Fry, Anderson, his wife Sandy Anderson, and Jeff Banta have all been indicted on federal conspiracy charges as a result of the refuge takeover.
